Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'We are going to be a part of football's future' - independent football regulator the new chairman

The Championship club's current difficulties are seen as a "major concern" and the independent regulator is looking to gain the ability to investigate clubs in similar circumstances, the newly appointed chairman the regulator has declared.

In a wide-ranging interview, the chairman, who was recently selected, expressed "sympathy" towards the club's followers.

Kogan met with four supporters' associations representing the Championship side recently.

The Championship side have been struggling on and off the field in this season, with the club missing wage payments on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for English football and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and addressed."

Monetary Issues and Ownership Situation

The club's controversial proprietor the current owner stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the league officials in mid-year, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the supporters."

Questioned about whether the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to work with them.

"The last thing what we want to do is start getting involved with an particular organization, an particular chairman, without being in a position to cooperate with that chairman to fix the issues that the club's facing and the proprietor's dealing with," Kogan said.

"In actuality, when you look back over the history of the sport, over the recent generations there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the extraordinary progress that's been made necessary will vanish rapidly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a huge success story - we need to continue the progress.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Elite Division Worries

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I fully support the prosperity and expansion as an economic entity of the top division.

"I of all people understand the worry about compromising the Premier League as a premium product of England. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a significant confidence."

Partisan Associations

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.

The 68-year-old contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
