English Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a new study of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of playing fields and open spaces to shore up their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using savings to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of regional authorities this week also found local finances being strained by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest IMD measures,” said the report.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
